Ms. Doran joined CBBB in April 1991. She is responsible for Council trademark matters, and also assists with general corporate, contract and dispute resolution work and program development and management.

Prior to joining the Council, Ms. Doran was an immigration attorney for the United States Justice Department. She received her J.D., summa cum laude, in 1988 from The American University, Washington College of Law and her B.S. in Foreign Service from Georgetown University. For two years, Ms. Doran was also an adjunct professor at the Washington College of Law, teaching a course in dispute resolution.

Steve Salter
VP, BBBOnLine

Steve Salter has been a member of the executive team for BBBOnLine since its operational launch in 1997, and with the Council of Better Business Bureaus for over 21 years. He is responsible for overseeing all operations of BBBOnLine. Mr. Salter’s duties include providing training and support to the 132 local Better Business Bureaus in the U.S. and Canada; monitoring and quality control of participating companies; and improvements to the web site and other technical operations. Mr. Salter worked in the CBBB’s Dispute Resolution Division for more than a decade prior to joining BBBOnLine. He held various training and management positions with BBB AUTO LINE, one of the nation’s largest independent dispute resolution programs. He also managed another national consumer-business dispute resolution program involving disputes over wooden siding.

Gary Laden
Director, Privacy Program

Gary Laden joined BBBOnLine on October 1, 1998 as Director of the BBBOnLine Privacy Program. From 1994 to September 1998 Gary served in the Federal Communications Commission's (FCC) Cable Services Bureau, first as Chief of its Policy and Rules Division, and most recently as Chief of the Consumer Protection and Competition Division. Prior to his service at the FCC Gary was at the Federal Trade Commission (FTC) for 21 years as an attorney and Assistant Director of the Marketing Practices Division in the FTC's Bureau of Consumer Protection. The FTC Chairman appointed Gary as the FTC's Dispute Resolution Specialist charged with implementing the Administrative Dispute Resolution Act. Gary also served as a Distinguished Visiting Fellow at the Administrative Conference of the United States advising a wide range of federal agencies in designing dispute resolution programs. Gary obtained his law degree from the George Washington University School of Law and is a member of the District of Columbia Bar. He is also a past President of the D.C. Chapter of the Society of Professionals in Dispute Resolution and served as a volunteer arbitrator for the Council of Better Business Bureaus.

Jee Sipper
Web Producer

Ms. Sipper is responsible for designing, creating, and maintaining the BBBOnLine web site. Her expertise in Web production is attributable to her experience in creating Internet destinations with a variety of online services. Ms. Sipper built the current BBBOnLine web site that provides various Web-based services and allows companies to enroll in the BBBOnLine Reliability Seal program and Privacy Seal program.

Before joining BBBOnLine, Ms. Sipper was the Web Manager at a company that provided International Trade content and provided cross-border business opportunities. She holds a Bachelor in Political Science from Chulalongkorn University in Bangkok, Thailand, and a Master in International Transactions from George Mason University.

David Browne
Reliability Customer Service Representative

Mr. Browne supports & updates the BBBOnLine Reliability database, including tracking financial records & reports. He also provides customer support for program participants and the local Better Business Bureaus. Mr. Browne joined BBBOnLine in March, 1997. As such he is the second-most senior of BBBOnLine staff.

Jessica Felix Romero
Privacy Seal Project Manager

Jessica Felix Romero joined the Council of Better Business Bureaus in 2004 as a dispute resolution specialist for the BBB AUTOLINE program and became part of the BBB OnLine Privacy team in November 2005 as the Privacy seal project manager. Her previous Council experience and academic background in Conflict Analysis and Resolution provide the foundation for her varied responsibilities within the BBB Online Privacy program including, reviewing privacy policies of companies seeking the seal, supporting current seal members, serving as liaison between companies and their local bureaus, and managing the BBB OnLine Dispute Resolution Program.
